How are devices owned by foreign nationals registered?

Individuals over 18 years of age with a YKN (Foreign Identity Number) and permitted to register through the e-Government system can register through the e-Government system (https://www.turkiye.gov.tr/btk-imei-kaydet) with the e-Government password they will receive from PTT. 18-year-olds with a YKN and foreigners without a YKN including diplomats, military personnel, students and residents must present their original passport or identification documents, a certificate from the school they are studying at, or a residence permit or residence certificate respectively, to the Subscriber Registration Centers. Registration applications for those under 18 can be made by their parents, legal guardians or legal representatives with the necessary information. Foreigners who do not have the documents mentioned above can register their device to use it with a single line number. In this case, they can apply to the Subscriber Registration Centers by presenting their own subscription agreement and original passport. After the original of the document of entry into the country is seen by the Subscriber Registration Center officials, a “Original Seen” stamp and the stamp of the application center are stamped on the petition and the documents received are sent to the Information and Communication Technologies Authority in electronic format.
